عنوان المحاضرة: مأسسة القطاع الثالث لضمان حد الكفاية المستدام، تجربة مؤسسة الديوان الوطني للأوقاف والزكاة في الجزائر

اللقاء الخامس والثلاثين بعد المائة

المحاضر: أ.د صالح صالحي، أستاذ التعليم العالي بكلية العلوم الاقتصادية والتسيير، ومدير سابق لمخبر الشراكة والاستثمار بجامعة سطيف 1، الجزائر

بدأ المحاور اللقاء بكلمة وعظية حول أهمية النية في طلب العلم، وترحيب بالحضور والدكتور المحاضر، ثم أحال الكلمة للمحاضر مشكورا مأجورا.

شَكر وأثنى على النادي والمشرفين عليه، ثم قدّم للموضوع بالكلام عن مأسسة القطاع الثالث وتطوير التكامل الوظيفي بين مؤسسة الزكاة والوقف والجمعيات الخيرية من أجل ضمان حد الكفاية المجتمعية.

ودارت محاور اللقاء على أربعة أنحاء هي:

النحو الأول: مفهوم حد الكفاية المستدام وهرم أهدافه المرحلية.

النحو الثاني: دور القطاع الثالث وأهميته في التجارب الحديثة.

النحو الثالث: مأسسة القطاع الثالث في إطار الديوان الوطني للأوقاف والزكاة.

النحو الرابع: تطوير دور الديوان الوطني للأوقاف والزكاة في الاقتصاد الجزائري.

فتعرض لمفهوم حد الكفاية المستدام وعناصره في المحور الأول، وبين أبعاده المتكاملة ومراحله وموارده بمستويات ضمان حد الكفاية، والأهداف المرحلية لذلك مع التحولات الممكنة على مستوى الحركية الاقتصادية.

وفي المحور الثاني عرض لمكانة القطاع الثالث في الاقتصاديات الحديثة، ودور مؤسسات القطاع الثالث في التجارب الحديثة (تجربة صندوق الحج الماليزية، جامعة هارفارد الأمريكية)، وضرورة تطوير دور القطاع الثالث في الاقتصاد الجزائري.

وفي المحور الثالث تعرض للإطار المؤسسي للديوان الوطني للأوقاف والزكاة بالجزائر ومهامه وموارده، ومبادئ المأسسة النظامية للديوان، والهيكلة التنظيمية المركزية للديوان، والهيكلة التنظيمية الولائية للديوان.

وفي المحور الرابع بيّن أهمية إقامة قطاع ثالث من خلال الديوان الوطني للأوقاف والزكاة، والجوانب المهمة لتطوير القطاع في إطار الديوان، وتقدير الموارد للديوان، ومجالات التكامل الوظيفي بين مؤسسات الديوان لضمان حد الكفاية المستدام.

وختم اللقاء بمجموعة راقية من النتائج والمقترحات.

وفتح باب المناقشة والأسئلة وكان التفاعل ممتازا من قبل الحضور، والأسئلة مهمة ومركزة، أجاب عنها الدكتور، وخُتم اللقاء بتكريم الدكتور المحاضر وشكره للنادي وللحضور.
