أقام الإسلام دولته بعد الهجرة ، ثم امتدت إلى مختلف البقاع ، وأركان الدولة هي : 1 – السلطة . 2 – الشعب . 3 – الاقليم . 4 – التشريع . وقد تحققت جميع هذه الأركان في الدولة الإسلامية منذ تأسيسها ولجميع مواطني الدولة – مسلمين وغير مسلمين – حقوق المواطنة ، وعليهم واجباتها .
